Job Responsibility
The consultant will develop a Strategic Purchasing Manual for the Zanzibar Health Services Fund (ZHSF) to enhance the design, implementation, and institutionalization of strategic purchasing functions. Key tasks include:
- Conducting a desk review of health financing and purchasing policies.
- Engaging with stakeholders to assess current purchasing practices.
- Mapping existing processes and identifying operational gaps.
- Drafting the Strategic Purchasing Manual covering governance, provider contracting, payment mechanisms, and quality monitoring.
- Facilitating a validation workshop with stakeholders.
- Finalizing the manual based on feedback.
- Training staff on implementing the manual’s routines.
Qualifications and Requirements
Minimum requirements include:
- Education: Advanced degree (master’s or higher) in Health Economics, Health Financing, Public Health, or a related field.
- Work Experience:
- At least 5 years of relevant experience in health financing or strategic purchasing.
- Experience in developing operational manuals for health financing institutions.
- Experience in health financing assignments in at least two countries, one in East Africa.
- Knowledge of Zanzibar’s/Tanzania’s health systems is an asset.
- Skills: Excellent facilitation and communication skills.
