On behalf of our Tanzania based client, we are looking for a competent and experienced Logistics Planning and Reporting Engineer.

JOB DIMENSIONS
The East African Crude Oil Pipeline (EACOP) project is a major regional infrastructure project (Capex: 3.9 G$, OPEX:>2.5G$ over 25 years) to be undertaken between Uganda and Tanzania coast, opening a new value corridor between the two countries. The EACOP project development comprises of the detailed engineering, construction, operation and maintenance of the corresponding facilities. A hybrid power system is being implemented on the Project with grid connection and Gensets (back-up).
The project contracting strategy entails 9 main packages (EPS, EITS, Grid Connection, Thermal Insulation, Line pipes, LLIs POs, Stations, Pipeline and Terminal construction activities) to be executed thru 15 different direct main contracts. An EPS contractor is in charge of Detailed Engineering, Procurement and services support interfacing will other EACOP contractors.
EACOP direct personnel, including partners’ secondees, mobilized in UK, Tanzania and Uganda will be more than 600 at peak periods during the execution phase of the project and up to 8,000 to 10,000 personnel, contractors inclusive, who will be mobilized across the various sites for construction activities.
MISSIONS
The Job Holder is responsible for Planning & Reporting activities relating to Logistics of EACOP Project. Specifically the Job Holder is responsible to:
- Develop an efficient EACOP logistics planning and reporting management system to assist the logistics Control lead in the planning & reporting of the project.
- Implement all the means required to ensure the delivery of the project within the approved project schedule being in full compliance with HSE and quality standards, business ethics and local government’s requirements.
The jobholder shall control during the Execution Phase, the work done by:
- EPS Team who will be dedicated to main contracts & purchase orders scheduling and progress measurement activities,
- Main Logistics Contractor (MLC) Planning & Reporting team who will be dedicated to Logistics scheduling and progress measurement activities,
- Other contractors Planning & Reporting team activities as need may arise,
CONTEXT AND ENVIRONMENT
The EACOP project includes a 1445km 24in oil export pipeline, 8 above ground facilities, a green field marine terminal with an export jetty and a series of 60 main line block valves and +20 trace heating stations. 150km of feeder lines from Upstream facilities will tie-in to the EACOP project.

KEY DUTIES AND RESPONSIBILITIES
ACTIVITIES
- In charge of all schedules and reporting issues dealing with the deliveries of MLC contract
- To ensure identification, tracking and follow-up of delivery activities. To collect and consolidate manufacturing and fabrication progress data from EPS contractor and line pipe contractor feedback, based in various sites over the world
- To report to the Logistic Package Control Lead and fully support Logistics team
- To develop/maintain any relevant follow up/KPI dashboards
- To consolidate sites reports into a package report (weekly and monthly)
- To liaise with EACOP Project PMT and other Project package planning engineers to provide necessary interface data and to ensure coherence and consistence
- To prepare contract close out in line with EACOP Project procedures
- To work closely with all other Project team members and MLC contractor counterparts to ensure correct information is transmitted and fully aligned
- To maintain a good and respectful working attitude and good team spirit
ACCOUNTABILITIES
- To ensure accuracy and completeness of schedule for the delivery of Equipment/line pipe.
- To provide EACOP Logistics Management with insightful reports that effectively allow early identification of deviation, delay with the documentation issuance and implementation of remediation plans where required.
MANDATORY REQUIREMENTS
QUALIFICATIONS AND EXPERIENCE REQUIRED
- Professional Experience (years): 10 in Oil & Gas industry and major onshore Projects / Pipeline projects
- Experience in similar position (years): 5+ in same or connected position
- Perfect knowledge of Primavera requested
- Vast experience in MS-Office and Power BI is a must
- Level / Diploma: Engineer, or equivalent
- Ability to work under pressure and stressing conditions
- Team spirit and adaptability to an international work context
- Ability to work in a multi-cultural business environment
- Good interpersonal and communication skills
- Fluent in English (speaking and writing)
ADDED ADVANTAGE
- English as mother tongue or Fluent in English (speaking and writing).
