Job Summary

Job Title: Procurement Specialist
Education: Bachelor’s Degree or higher
Experience: Five years relevant experience or three years with a Master’s Degree
Working Hours: Full-time

Core Responsibilities

  • Collaborate with technical teams to obtain and review product specifications or scopes of work, ensuring clarity and completeness.
  • Facilitate open competition for procurements and prepare justifications for non-competitive procurements when necessary.
  • Draft, issue, and review requests for quotes (RFQs) for local procurements.
  • Work with the Global Support Team to initiate international procurements.
  • Process customs clearance and liaise with the US State Department on tax waivers as required.
  • Draft or review local purchase orders and consultant agreements.
  • Assist in the evaluation of bids and convene procurement evaluation committees as needed.
  • Maintain procurement documentation and ensure files are audit-ready.
  • Monitor procurement timelines and maintain a procurement tracker for visibility on purchases.
  • Ensure quality control during material receipt and confirm deliveries with requesters.
  • Conduct vendor pre-qualifications for repetitive purchases when practical.
  • Coordinate orientation for new staff regarding procurement functions.
  • Enter procurement transactions into QuickBooks and iProcure as required.
  • Provide procurement expertise to staff for efficient planning and execution of procurements.
  • Stay updated on changes in US Government and Abt Global procurement policies.

Preferred Qualifications

  • Degree in Logistics, Business, Management, Administration, or a related field.
  • Experience with US Government-funded development programs and knowledge of FARs and AIDARs is desirable.
  • Certification in procurement and supply management is preferred.
  • Strong management, organizational, computer (especially Excel), and writing skills.

Minimum Qualifications

Bachelor’s Degree with five years of relevant experience, or Master’s Degree with three years of relevant experience, or PhD.
